You must catch 2 Sea Eels in 6 minutes. You will need to buy a Triple-Float Rod and get your Fishing Speed to level 5 (using food/elixirs). You can also use an enhanced Ash Tree Float to increase your chances. I higly recommend fishing just outside Velia on the west side of the beach where the water is still Abudant.
